The difference is that human females have permanently enlarged breasts, whereas unless a female dog is nursing, they have flat breasts--like male dogs, male humans and (so far as I know) all other male mammals as well.
Due to the possibility of some male dogs having higher levels of estrogen than others, yes it's possible for a male dog to have teats. It is however mostly unlikely.
