Due to the possibility of some male dogs having higher levels of estrogen than others, yes it's possible for a male dog to have teats. It is however mostly unlikely.

See the vet immediately! Dogs can get cancer on their teats. My sister-in-law had a dog with cancer of two teats and it was successfully operated on saving the dogs life. She could have had a hard time giving birth and something could be wrong inside of her. Get to that vets!

Human males also have teats on their chest, and can even get breast cancer. The difference is that human females have permanently enlarged breasts, whereas unless a female dog is nursing, they have flat breasts--like male dogs, male humans and (so far as I know) all other male mammals as well.
10 teats is rather minimal. 12 teats is common. 14 teats is a good breeder. 16 teats is a superior sow.
