The quickest and cheapest way to clean that up is....DUMP IT and start over. Scrub down the inside with some bleach in the water or scrub spots with baking soda and water paste. Rinse well and refill. Be sure to put chlorine in the water along with some algacide. Also make sure that you have a clean filter.

Also the sunlight can use up all the sanitizer in 2 hours, so check that as well. Use a stabilized chlorine to help slow down the sun using it up.
