Maybe the problem lies in the switch that operates the "brake" light when the parking brake is applied. The DRL do not light up until the parking brake is released. I know that if my parking brake pedal is down so much as one "click" of the ratchet mechanism, the DRL do not illuminate.
1998 daytime running lights module location
I had this happen to my 1999 town car. There is a computer lighting module which controls the action of the lights. A bad module causes lights not to respond to switches ( the switches don't turn on the lights directly, but send a signal to the computer lighting module). This unfortuantely is an expensive replacement.
There isn't one , lights are controlled by the command module
A DLR module is commonly used in cars. Its function is to control the daylight running lights and or switches the lights when starting the engine and dims when the normal beam is switched on.
A DRL module controls the daylight running lights found on many newer and Canadian cars.

Perhaps the LOM (lights out module, that monitors vehicle lights) that sends a trouble message to the console info screen has a bad solder joint, from what I've read. From memory only, I think it was pins #11 and 12. The module is located front right in console housing.
First check all your fuses. If they are good, then check for voltage from the headlight switch. If you have that, then the Light Control Module is bad. There is a brown wire coming from that module that controls the tail lights, licence plate lights, and running lights. You can also check by applying 12 volts to the brown wire and ground. If your lights come on, then for sure it is the light control module located under the dash by the steering column.
It is the headlight drive module. It is used for daytime running lights and low beam operation. It works in conjunction with the light sensor on top of your dash that senses how much light is available, and tells your lights to come on or your drl. You have to have lights on automatic.

The problem may be the electronic module that controls your daytime running lights. If there is a plug to the module, unplug it and the hi beam lights will work. The Hi Beam light indicator may not work now though until you replace the module.
