Try replacing your Oxygen sensors they are located on the catalytic converter. I had the same problem with my 94 Caprice and that turned out to be the problem.
Black smoke coming out of the exhaust of a car is usually due to oil being burned in the engine's cylinders. This can be caused by a worn piston ring or rings.
lifters are beginning to go. timing chain (if vehicle is equiped) may be coming loose. and or exhaust pieces are loose.
Use an exhaust made for an LT1 engine the blocks are identical it is the insides that is different. Will bolt right on.

Water coming out the tailpipe means there is water in the exhaust. This is not uncommon when the engine is cold and the exhaust is condensing. That situation should stop when the engine warms up. If the exhaust continues to have water in it after the engine is warmed up it could possibly indicate a leaky head gasket or cracked cylinder head.
That is called condensation. When you start the engine the exhaust system/pipes are cold. When the heat from the engine exhaust passes through the exhaust it makes it sweat. That is normal.

I'm not a mechanic / technician , but if white smoke is coming out of the exhaust on your gasoline engine when the engine is warmed up : ( it sounds like engine coolant is getting into one or more of the engine cylinders ) * bad head gasket , warped head from overheating , anybody else ?
high probability you have a damaged engine
engine tune just a major service then maybe a new exhaust system
one of the causes is bad low quality fuel
There is only 0.4 percent of oxygen in the car exhaust gases coming out of a car engine because most of it is used up in the combustion process. Exhaust fumes also contain carbon monoxide.
