There is a small electric motor that opens and closes the recirc air flap. The internal limit switch fails and the motor keeps running (flap, flap...). Try turning on the recirc button, it will stop. The motor costs around $40, but it takes a couple of hours to replace (first time) 'cause you have to remove the upper dash. Instructions with photos are online (sorry, you'll have to search).
The servo motor has a simple gear drive and the problem is that one or more teeth on the largest gear have broken off. There are no limit switches, the circuit senses current draw and cuts the power when end of travel resistance is met. Many online folks - myself included- have been able to repair the problem by removing the servo, opening it up & by rotating the gear a half revolution - giving the servo a new lease on life. Be cautious when opening the servo, the retainers are fragile - but Duct Tape around the whole thing does hold it together if a couple tabs break off. You don't have to remove the dash as is widely stated. Going through the removed glovebox access works fine. NO tools needed to remove, just flex the sides out and voila (instructions for that are in owner's manual - check under "replace cabin air filter". Need a 7/32 (5.5mm) socket and compact 1/4" ratchet handle - and patience. Under half an hour and you're off and running like new. Good luck!

The cabin filter is located behind the glove compartment. If you open the glove compartment you shoudl be able to press the sides inward. This will allow the glove compartment to open all the way out. After you remove the glove compartment you will see a plastic tray that holds the filter.

Carefully remove the 5 (five) screws holding the filter compartment access cover. Use caution to avoid damage to the access cover or loss of the screws. Remove the filter compartment access cover. Slide the filter element out of the compartment by the tab in the center of the filter. Replace with a clean cabin filter and reinstall the compartment access cover.
