It could be a skin fungus. Known as Tinea Versicolor, which I have. I have had it a few times. Its easy to treat with an anti fungal lotion, like lamacil. it's not dangerous or contagious to other people. I also get it on the back of my neck as a brown flaky rash. Almost looks like your neck is dirty. It will come more easily when the weather is warm or humid. So be careful in the summer months. If it keeps coming back or doesn't go away after using the cream for a few weeks i would talk to your doctor. You might need something stronger.
I watched a show on discovery health where these two sisters had weight problems and where doing a "Body Challenge." one of them had a dark discoloration on her neck and the doctor said it was a warning sign fore the onset of Diabetes.. she dident have it yet but would have, had she not begun her diet and excersize regimin. At the end of the show the dark marks had faded substatially and her risk for diabetes went way down.. i would deffinately ask my doctor to check me for diabetes and begin changing my diet immediately.

For many people, when drinking carbonated beverages, it is quite common to experience a tingling sensation to the neck and chest (commonly painful and uncomfortable) because of the gas that's built up. Well the insulin resistance mark is just a thick piece of skin on the back of the neck that is brownish in color. Pretty common in people with PCOS.
