Remove the serpentine belt. Remove the harmonic balancer. Pry it off the crankshaft. Install new seal, replace balancer and belt.
I have a 95 GC Laredo and the routing diagram for the serpentine belt is on the fan shroud. Perhaps yours is there as well?
I have a 1997 and recently figured this out. Look behind the top right pulley that operates the power steering pump. On the left side of the pump down about 3 - 4 inches at a 45 degree angle you will see the head of a bolt. if you begin to loosen this it will relieve the pressure on your serpentine belt. Additional Info: I also have a 95 GC Laredo and replaced my belt about 6 months ago. There is an opening in the tensioner pulley where you can insert a breaker bar - once inserted pull hard over to the drivers side as it is under pretty high tension. Slip the belt onto the pulleys being carefull to follow the routing shown in the engine compartment label and slowly ease the tension pulley back down being sure that the new belt doesnt slip. Run the engine for about 5-10 minutes to "seat" the belt.
depends what year it is. i know that the 94 models you just loosens the bolts in back of the power steering pump and the belts should loosen.

For the 1999 Jeep Grand Cherokee Laredo, you'll need a 1/2" socket wrench. The longer the wrench the better, i.e. a long breaker bar. The spring retention arm has a square hole for the 1/2" socket to be placed. Once placed, you can adjust tension for serpentine belt removal or application. Follow the belt route guide on the "little sticker" near the belt under the hood. If you don't have a 1/2" socket wrench, I'm pretty sure you can rent the necessary tool at Autozone for free (deposit returned when tool returned). This method works for many different vehicles, makes, and models.
