Australia did in fact sign the Kyoto accord, but the Liberal government delayed ratifying the protocol although Australia had negotiated extremely favourable terms under the agreement. It was ratified in December 2007 by the new Labor Government under Kevin Rudd.
Under the current writing, developing countries are not required to make any emission reductions. The recent United Nations Climate Change Conference hopes to change that, with a 2015 target date for an updated agreement that would include all countries.

Opinion:Protecting the planet is a long term goal. Politics is about short term goals, such as minimising costs of any decisions taken, at least within the electoral cycle, and therefore being popular with electors. They are incompatible in their goals and politics usually wins out over altruism. The result of this is that politicians made vague, minimal commitments at Kyoto. It is future politicians who will wear the opprobrium if the world economies collapse under the weight of climate change.

the Kyoto agreement or protocol is a non-binding agreement under which countries will reduce their carbon missions by a certain percent. Although, the Protocol was signed by many nations, each individual country must ratify it within their own governments to make this agreement binding.
