Franklin concluded that English people living in North America would never be treated as equals -- either politically or socially -- to those living in Britain, so he concluded that Americans needed to form a government separate from Britain.

Initially, Franklin thought that British leaders needed only to be aware that the officials appointed to government positions in America were denying basic rights enjoyed by all Englishmen, and those leaders would correct the situation. He eventually concluded that only independence from Britain would permit liberty to exist in America.
