As such, the intelligence community had not been able to recover by the time there was a requirement to find out if, in fact, Sadam had WMD's. The intelligence community was required to make a recommendation and were forced to rely on the claims of Sadam and the reports from intelligence agencies around the world. It is quite shallow for someone to make the claim that the two are anywhere near equal.
