Take all measures needed to defend against armed attacks on U.S. forces; commence war against North Vietnam.
In August, 1964, President Johnson reported to the nation that American ships had been attacked by North Vietnam gunboats in the Gulf of Tonkin, in international waters. Congress passed the Gulf of Tonkin Resolution giving the President the power to use whatever force necessary to protect American interests in the area.

Commence general war with the country of North Vietnam; which was accomplished.
To use any military force that he deemed necessary to protect US forces and objectives in Vietnam.
the north Vietnamese fire at a us battle ship causing America to get angry getting the government to allow the president to help south Vietnam.
To allow the South after the Civil War to segregate and basically force freedmen back into virtual slavery. So when you hear Radical Republicans, realize that it was Johnson that ended reconstruction and allowed for Jim Crow Laws, so yeah thanks revisionist historians.
President Eisenhower did not allow an election.

Because the Texas Constitution did not allow it.

The US Navy patrolled the coasts of both North & South Vietnam. In 1964, some North Vietnamese Navy PT Boats (Patrol Torpedo) attacked the US Navy destroyer, USS Maddox in the Gulf of Tonkin, they had a running gun battle with each other, the Maddox called in air support, and reportedly, one or more North Viet PT boats were sunk. The US Navy reinforced the Tonkin Gulf with more ships, as a show of force, and another incident occurred, involving the USS Turner Joy (now preserved as a museum/war memorial near Seattle, Washington). Jets again were called in, but saw nothing; creating controversy concerning this attack. President Johnson urged congress to allow him the power to protect US forces while operating at sea. Congress allowed him to do that, and passed the "Gulf of Tonkin" resolution. In 1965, President Johnson sent in US Regular's (combat troops) to South Vietnam, to further that objective.
A bank Holiday
it caused president Johnson to send more troop to Vietnam
At the time yes, because the USN could not allow any other navy to attack it on the open seas. True, the USN destroyer(s) were conducting De Soto patrols (secret stuff), but they reportedly were upon the high seas when they were attacked by units of the North Viet Navy.
fear if 'domino theory' (spread of communism around the world, especialy south-east asia and the us)
When Andrew Johnson was president, slavery almost came about again (in fact many historians consider Johnson the most racist president in history). Things really got bad when the Congress left for summer vacation. President Johnson started passing bogus plans that the Republicans of the Congress (who held majority at that time) didn"t approve of. The republicans decided to take advantage of Johnson by passing a law (sorry forget what it was called) that didn"t allow Johnson to fire anyone in his Cabinet without their authorization. He fired William Seward, the secretary of war, anyway, thus he got impeached.

President Lincoln never had the time to put together a plan for reconstruction for the South. His assassination aborted any chance of that however all indications were that he would be lenient in areas that made sense. The newly sworn in President Johnson also for his time had a more liberal approach to the Reconstruction problem than the radical republicans in congress.
