It will depend on the individual. Tattoos mean different things to different people. For some, the Dragon could be a political or religious statement. For others, it could be the power and majesty of the beast that attracts them. Others may very much enjoy fantasy literature and film and still more may just think they're cool.

It is very rare for a tattoo to have one, single, commonly accepted meaning across all people, as a general rule assume it means something personal.
