No. Neither the Hubble or any Earth telescope can see anything on the Moon that is less than one hundred feet across. The LRO took some very interesting pictures of the Apollo sites, though, some of them clear enough you could see the pads on the LM, the trails the astronauts left in the soil, etc.
There is no atmosphere, so no winds. The footprints could last tens of millions of years if not disturbed. The LRO (Lunar Reconnaissance Orbiter) has taken pics of all the Apollo landing sites, some clearly enough you can see the footpads of the LM and the trails of disturbed dust where the astronauts walked. A total of 12 astronauts walked on the Moon.
NASA is planing to send 4 astronauts vabck to the moon in 2018. NASA has already begane sending orbiters to the moon. the first one was called LRO. its going to be there until sometime in october. its plane is to crash into the luner surface. the date this is going to happen i have no clue. well the new rockets that are going to send the men back to the moon is called Ares. its also going to bring people to and from the International Space Station. They walked farther than any other crew that landed on the moon. They had hoped to reach the rim of the very large Cone Crater, but were unable to find it (photos taken by the LRO in 2009 showed they had come to within about 30 meters before turning back)

That can't be seen from Earth. The last humans to see it were the Apollo 17 crew. I am not positive but I think the Lunar Reconnaissance Orbiter was the last piece of NASA gear to see it. The LRO could see so sharply that you could see the Apollo landers, sometimes so clearly you could see the LM footpads and the trails the astronauts left in the lunar dust. The Apollo 11 crew did not stray far from the Lunar Module during their mission. The primary goal of Apollo 11 was not really geology, but proof that the Apollo Spacecraft could perform as needed, namely to land men on the moon and return them safely home. That being said, Neil Armstrong did venture about 200 feet from the LM to peer into a crater. In 2009, NASA's Lunar Reconnaissance Orbiter images the A11 landing site.
