The Λ (or chevron) on Spartan shields is the first letter in the Greek word "Λακεδαίμων" (translated in English as "Lacadaemonia"), which is the region in the southern tip of Greece where Sparta is (or was) located.
Spartans didn't have a V on their shield, They had a Lambda, which looked like an inverted V. A Lambda is the Greek letter L, Spartans wore it on their shield because it stood for Laconia, which is the part of Greece the Spartans are from.

Spartan IIs are the only soldiers in the UNSC to have the shield ability. Im not sure if the Spartan IIIs do in the book Ghost of Onyx.
