The "government", depending on which government you're asking about, doesn't have anything against homosexuals. Some of the people in some governments have a "shifting of authority" type of coping mechanism, and they shift authority on the subject of who one is "allowed" to love sexually to their imaginary friend and their imaginary friend's rules.

there were no hate groups as we know them, the Nazi party offered enough prejudice that anyone who was inclined to be hateful could either be with them or against them and fulfill their needs. The dislike of Homosexuals was quite universal. It was only about ten years ago that the US lifted the ban on homosexuals in the armed forces, and equal rights for homosexuals are still not universal.
Body mutilation is against the teachings of Islam. It is however done regardless of what your religion is and in Iran the government is even paying for it so they will not be homosexuals anymore because they changed their sex. See link below for how the procedures are done.
The WBC, Westboro Baptist Church is most known for their extreme idiologies. They are known as a hate group and have very negative opinion about homosexuals. They are an independent baptist church. They are known for the hate against homosexuals. They have held protests against anti gay protests and protest against Jews. They have been known to stomp on the American flag during some protests.
