Senators have ways of delaying votes if it is to their advantage to do. If the vice-president's vote is expected to be needed to pass an important bill, the vote would probably be delayed until the Veep was there. If the president dies and the vice-president needs to be sworn in, he will be found and sworn whenever he is.
