If amother doesn't want to feed puppies you will have to hand feed them .You can do this by milking the mother and using a pip-pet to insert the milk/if this doesn't work consult a professional
Either somehow FORCE the mom to sleep with her pups or you cuddle them up keeping them warm and if the mom lets it put them down when they need to suckle. If she doesn't allow it feed them with a bottle of warm but not too hot milk.

There are many reasons for puppies not surviving birth. Mother's don't "let" the puppies die, there isn't anything the mother dog can do about it. Some pups are born with internal problems that aren't apparent. Healthy pups should survive, unhealthy pups shouldn't.
