Did he send you a good faith estimate showing you that you would be receiving 17,000? Also at the closing when you signed did it state you were getting 17,000? Is he a broker or does he work for the bank? If he is a broker then he doesn't give you anything, the money comes from the bank. I suggest you contact your bank directly as well as the banking department. First off you should have your money second why its only 6,400 instead of 17,000? I can understand 16,500 or 16,000 instead of 17,000 but not 6,400.
