McCain is not running on a small government platform. If he was, he would not be proposing $300 million cash prizes for an improved automobile battery - something the industry is already working on. He would drop the environmentalism. There is no authority in the Constitution that grants the Federal Government the right to combat climate change. Also, he would support private property rights. And he would support civil liberties, since the government expands as it takes our liberties away. His excuse might be that he is a "maverick." Maybe he thinks the bailout is the only option to save the economy. But if his rival for the presidency, along with the current president, both support the bailout, I fail to see how also supporting and voting for the bailout qualifies as being a "maverick."

You mean Bank of America? No, it a privately held corporation, although they did get bailout money in 2009 (not sure if that's what you meant by "federal[ly] funded"). The only bank operated by the government is the Federal Reserve.
