Biotechnology is the study of cell and other living organisms for the development of novel drugs and therapies where as pharmaceuticals is study of in organic chemical combinations [do not have life] for the development of drugs or therapies.

Pharmaceutical biotechnology is (might be) the study of micro- and macro-organisms and hybridomas to create pharmaceuticals that are safer and more cost-effective than conventionally produced pharmaceuticals.

From my understanding, biotechnology is the use of technology on living and nonliving organisms while bioengineering is more in the creating, designing, and modifying the technology that is involved in such process. An example is biotechnology creates cells that will produce stress relief hormones, while bioengineering will create a system to produce those hormones quicker and in mass scale in order to market the stress relief hormone as a product.
