The Prime Minister is usually the most senior minister of cabinet in the executive branch of government in a parliamentary system (ex: Canada). This would make the Prime Minister the Head of Government. However, this is not always true. There are some countries where the Prime Minister is the Head of Staterather than the government, although these cases are rare. In these instances, a country will have a President and a Prime Minister... although the President is usually the Head of State in such a case (ex: Russia).

A prime minister runs the government and has many duties, though some will vary in different countries depending on their specific governmental systems. They usually appoint ministers and represent their country.
