There are many backup and fail-safe devices however the main is a ratchet style lock. The bar can only be moved one way (downwards) not back up. In the station the ratchet is released and the bar will raise.
there should be a hole on the tensioner bar that fits a 3/8 ratchet. using the ratchet rotate the bar counter-clockwise(on a 2000 mustang) to loosen the belt.
There is a square opening on the front of the tensioner that fit a 3/8" ratchet. Place the ratchet in the opening and crank down toward the ground. You may need to slip a longer bar over the ratchet to get it down.
