there should be a hole on the tensioner bar that fits a 3/8 ratchet. using the ratchet rotate the bar counter-clockwise(on a 2000 mustang) to loosen the belt.

As far as I am aware, there is no adjustment because they are a tensioner assembly. You can turn the assy by inserting a ratchet or wrench on the bolt or insertion hole to loosen tension.
