check fuse if good then replace with new unit. cost a few buck s at your local parts store. if still don't work find a constant power sourse like the memory for your radio and connect positive wire in with it. the ground can go to the ground on the radio or to a bolt or screw under the dash as long as it is a metal to metal contact it will work. zip tie the wires up out of the way so they don't dangle and wont get damaged. shouldn't take long to do.
It does not have that option in the stock radio

The 12V auxiliary power outlet used to be called a cigarette lighter with a covering device that could get hot enough to light a cigarette. Since smoking is no longer popular, the lighter was replaced with a plastic cover and it was renamed a "12V auxiliary power outlet".You can plug 12v devices into it for power such as search lights phone chargers etc
The 1998 Honda Civic models were not available with auxiliary outputs. The cigarette lighter was used power outlet in those vehicles. To replace the outlet press down the side prongs so the assembly can come off. Then unplug the wires. Replace by plugging in the wires and sliding in the new lighter assembly.
There are separate fuses for both the front and rear auxiliary power points. Check the fuse box to see if the fuse is blown out.
We use a 3-outlet extension from the cigarette lighter outlet to drive a Nuvi GPS, a cellphone charger, and a thermionic drink/food cooler concurrently. It has not blown any car fuses. [2002 Subaru Outback LLBean] The outlet in the cargo compartment most likely is designed as a power outlet.

I was looking at the 1998 Lincoln Town Car Owner Guide and there is an auxilary power outlet located on the instrument panel ( unfortunately it doesn't have a drawing showing exactly where on the instrument panel )
In a 1998 Lincoln Town Car : In the Power Distribution Box ( which is " live " ) located in the engine compartment : Mini fuse ( # 24 ) is a 20 amp fuse for the auxiliary power outlet
I use my to charge my cell phone & for the GPS system. With the proliferation of hand held equipment, there is a greater need for the ability to plug in and use or charge these devices, especially with more than one person in the car each needing a power outlet.
