An implied threat is a threat where the person who issues the threat veils it behind different interpretations. So if someone says "I'm going to make sure you get what you deserve" this may mean that they are going to give you cookies as you have been good or they mean you harm as you have irritated them in some way or another. For this to be an implied threat the person has to actually mean it that way and not the harmless interpretation.
