Psalm 89 was written during a time of national crisis and distress in Israel, possibly during a period of exile or foreign invasion. The psalm reflects a sense of lament and questioning towards God's promise of an everlasting covenant with King David and his descendants.
The main idea is in the first verse: "The Lord is my shepherd." Shepherd means the Lord calls and leads his sheep, - "My sheep hear my voice, and I know them, and they follow me" (Jn.10.27). Shepherds still do this with their sheep in some countries where there are no farm fences. But modern day shepherds in most developed countries drive their sheep with dogs and do not lead them, but keep them fenced in.
