Today some see it as a step towards Federation with Ontario and Quebec (provinces with the most people) ruling and others see it as something that needs to be updated to better represent the various Nations in the Confederation.

It could be called a form of government left over from British colonial rule which no longer serves the purpose for which it was created. Yet it continues.
