It is the most widely used IMB (Internet Message Board), and webhosts even offer packages containing only a phpbb forum.
phpBB is software that you have to download and install onto your server or web host. That being said there are a lot of hosts that will take care of that for you for a fee. Just search for "phpBB hosting" or something like that. However, you will be responsible for maintaining the software. Alternatively, you can use a free forum host like ActiveBoard.com. It works very much the same way as phpBB but ActiveBoard.com hosts the forum for you for free.
Some Websites have Powered by phpbb at the bottom so they are able to stay in touch with a group of people. You can power your entire website by this.

A backup of the MySQL data base can be opened in a text editor. Or the data base can be queried. So the answer is yes.

There are many free forum scripts. The most popular one by far is phpBB. MyBB is also free and similar to vbulletin. Vanilla is a popular light weight forum.
