your locked out of you monitor so hold on it down for 10 seconds
OSD (On Screen Display) lockout. To resolve the issue you can hold the power button of the monitor until you get another message something similar to "OSD unlocked"....if the problem continues. Switch of the monitor and remove the power cable and connect it again.

There is no command button on your hp laptop. I guess you are refering to the command button on an iMac or MacBook? This button is only used by Apple. That's why Windows computers (such as your HP) don't have that button. The same button on your HP laptop will be the control (ctrl) button.

In most cases your HP notebook is in "power saving" mode. Please make sure your notebook is plugged into a power source as the battery could the result of the "blinking" ON button.
