Sand is rock material that has been eroded into tiny grains. If it's a wood deck, then sanding is the best option. Pressure washing will damage the wood which will have to be repaired by sanding. Also, if the coating has a tenacious bond, pressure washing will not get ir all up. The rest will need to be removed either chemically, or mechanically by sanding.
