The people in the north speak a better High German than southern people. For southern Germans the official High German is just another dialect, because the original local dialect is always a High German dialect. For northern people it's almost a foreign language .
So over the last hundred years the northern people learned a perfect High German, but Low German was more and more forgotten.
Today the majority in the north can understand Low German, and also speak a little bit, but to meet someone who speaks it fluently isn't that easy.
