A city is bigger with a bigger population and usually more high tech with big buildings and busy roads. Towns are smaller and have less population. Depending on where in the world it is in some towns there are at leat one church, one market square and smaller towns have less shops. They dont have big tall buildings usally or a lest the odd 1 or 2.

ADDED: the original difference, at least in Britain, was that a city has a cathedral, the centre of an Anglican or Catholic bishopric, or administrative region. Thus Wells, in the SW English county of Somerset, proclaims itself "England's [Britain's?] smallest city", there being a good many towns that are larger but lack a magnificent cathedral.

A city government starts from the bottom up; it provides services required by the residents of that city that the state is unable to or refuses to provide.

A county provides an extension of the state's services at a more local geographical location.
