DNS service is responsible for converting names in IP addresses. When type in your browser Google.com DNS server will convert it appropriate IP address so you can access services provided by Google.
Go to your network connection and select your local network - properties, Internet Protocol (TCP/IP) - prperties. Select "Use the following DNS server addresses" and enter the desired DNS server.
It's called DNS and it uses both TCP and UDP.

DNS servers are used to map a name to an IP address.A Dynamic Names Server is the computer you connect to when you electronically enter the internet that replies with a series of numbers on what your internet address is.
You must set a static IP.
69 is the port number of TCP. TCP is the connection reliable protocol which is used to transfer the data in the network.so that dns is not configured properly or tcp/ip settings are not properly.
