Personally, I get about 23 - 25 mpg. on my 1999 Mercury mystique. I haven't counted high way mileage yet because I don't get on the highway alot.

I am getting a combined hwy/city average of 14mpg
in the gas tank. remove the gas tank and then remove the fuel pump from gas tank. replace with new fuel pump.

A 2000 Mercury Mystique has a gas tank capacity of 15.0 gallons. Perhaps someone else can chime in if more data is available for other years of Mystiques.
Had a 98 with same prob. Check MAF sensor
You need to get your fuel pump checked. They are notoriously bad on Mystiques.
You must remove the entire rear fender.
