Congress makes laws, whether initiated in House (proportional representation by population) or Senate (equal representation of all states - 2 each)
Who ever initiated the law, sends to the other hall of Congress for approval, desired changes or rejection. If the other body rejects it. The law is dead. If they change it, both sides have to agree to said changes. This is check 1.
President approves, sends back with changes deaired or vetoes.
This is check 2
Supreme Court determines if the law is constitutional, but I'm pretty sure only if someone contests the law. I don't believe the evaluate a law without being asked.

It's a pretty good system, but a few flaws.

The Legislative Branch has to the power to enact (pass) laws, while the Executive Branch enforces such laws. Thus, should the Legislative Branch decide it noes not approve of some action of the Executive, they are free to pass new laws which restrict or re-interpret the laws in a new direction, which the Executive is then obliged to follow.

Think of it this way: the Legislative branch makes the rules, the Executive enforces those rules, and the Judiciary interprets the rules for the other two.
