It could be for a number of reasons, illegal, customs broker messed up the paperwork. May have a shipping label from Mexico, but actually came from India. Get a good Customs Broker, if you want your goods. FedEx is actually allowed to clear through Customs itself. Custom Officials are not for the amateur to even try to deal with. Hope this helps.
