I don't think you'd ever kill someone from four miles away with a sniper rifle. That's six thousand meters. If you were trying to shoot someone with a .50-cal round, you're looking at a flight time of roughly seven seconds. In that time wind can push the bullet, the target can move, someone could walk in front of the bullet, just lots of things.
Also, the maximum effective range of the round is somewhere between 1000 and 2000 meters depending on what you fire it in. If you need to kill someone that far out and you can't move closer, you're better off calling in artillery on him.
