I think you may mean "Sadako and the Thousand Paper Cranes" by Eleanor Coerr, though it's more of an easy-read chapter book than a picture book.
It's the story of a girl who grew up in Hiroshima and was a young child when the atomic bomb was dropped on the city. She later developed leukemia (possibly because of the radiation exposure) and died at the age of 12. While she was ill, she tried to make 1000 paper cranes - a symbol of health and long life (There is also a story that a wish will be granted to someone who makes one thousand cranes).
