Their purpose is to decorate solid flagpoles and keep water out of hollow flagpoles. They also hold the pulleys through which rope is run to raise and lower the flags.

For example, a Military Veteran would most likely fly the U.S. flag at the top followed by a military service flag (Army, Navy, Marines, Coast Guard, Merchant Marine, or POW-MIA) beneath it. If there is room for another flag most likely it would be the state flag followed by the County or City flag. Of course, this would take a very tall flag pole...
