Probably the Court of Appeals for the DC Circuit. There are 11 federal Courts of Appeals directly below the US Supreme Courts, and the DC court is the one which deals with cases involving the US Federal Government.
It is the most powerful court when dealing with federal questions (Federal Laws or constitutional issues). However, the Supreme Court has no power to reverse state courts when they make rulings based purely on state law (including state constitutions), and there are no outstanding federal questions in the case.

The High Court is the highest court because that is how the court hierarchy has placed it. Generally the most important and powerful institution is placed at the top of such an arrangement. The name of the court is irrelevant however, in the USA the highest court is the Supreme Court which is only a court of state jurisdiction in Australia. The High Court is the court that deals with appeals of all sorts, and constitutional matters.
