The "penumbra" or outer shadow is the area of a shadow from which part of the light source, but not all of it, is visible.
For a total solar eclipse, the regions where the Moon's shadow only partially covers the Sun is called the penumbra. Areas where the maximum shadow occurs, where the Moon is centered on the Sun, is the umbra. An eclipse where the Moon does not cover the entire Sun is called an annular eclipse, and the shadow area is called the antumbra.
The sun's sunspots have an umbra and a penumbra. An umbra or "shadow" is the dark center of the spot, where the penumbra is a slightly lighter region around the outside of the dark center, kind of like a halo.
An umbra and penumbra occur on the earth during a solar eclipse. Parts of the Earth where all the light is blocked out is called the umbra, and parts where some light is visible (again causing what looks like a halo around the umbra) is called the penumbra.
