That's a hard one... it basically sets on what factors you hate. If you hate the cold and snow, I'd go with Alaska, North Dakota, any state bordering the Great Lakes (Lake-effect snow), and parts inner of New England. If you don't like hot, stinky summers, your choices would be Alabama, Georgia, Mississippi, Louisiana, South Carolina, and inland Florida. If you don't like snobs, anywhere in the West (definitely Utah) or New York would be your fit. And if you hate boring atmosphere-- that is definitely the Midwest. The problem is, there's pros and cons with every state.
Overall, the worst state in my opinion would be North Dakota. It's not because of the people, but the landscape itself. Imagine- five months of bitter cold and snow, and summers that only reach 65 degrees. Plus, the atmosphere is flat and there's nothing to see in the state. Your best bet of having fun is doing something in Fargo.
