It really depends on what kind of lamp shade you are talking about. Cloth paint will work for true cloth lamp shades. For vinyl and plastic, you need a craft paint for the type of surface you are painting (IE smooth or textured) For a glass they make paint specifically for work with glass that is designed to stick to slick surfaces. You can get both translucent (for staining glass) and opaque. Some of these may work on slick plastic.
You should be able to go into any craft store and ask the clerk, most of them do all sorts of crafts as well and know what they are talking about. Be prepared to describe the material and texture of whatever you are painting, or bring the shade in with you for the best results.

Use an ordinary lint brush
Most enamels will work just fine. (make sure the base has been sanded with fine sandpaper to give the surface some tooth for the paint to adhere to)

Use a textile medium. It gives the paint flexibility if your shade is round. Otherwise, the paint might crack. Textile medium can be found in fabric stores and on-line. You can even paint regular fabric with indoor latex pain when you use the medium.
If your lamp shade is a fabric, all you have to do is to wash it in bathtub. If you don't have a bathtub, you can use your large sink. Just put an enough cool water from it, add a mild soap on it and put the lamp shade on your tub and roll it. After a few minutes, drain the water on your tub and refill it with clean water and wash your shade again. If you're that with it, just use your blow dryer to make your shade dry. I hope this is useful for everyone.
This sounds like a beautiful lamp so don't take chances and take the shade off and take it into a VERY WELL KNOWN dry cleaners and have your lamp shade done the professional way. There are several methods you can use to do it yourself, but it's not worth the risk for such a beautiful lamp shade.
