He had been in the army for many years and had the trust and respect of his peers and suboridinates. He was also a political opportunist and he allied himself, if not Uganda, variously to other very diverse countries, such as Israel, Britain and Libya, in order to get arms and funding to pursue his agendas. To the outside world, he appeared to be an avuncular buffoon which is perhaps why he got away with it for so long without intervention.
