My first step would be to check for a blown fuse. Then the second step is to check the horn relay. It's on the drivers side under the dash, behind the fuse panel. You probably have to unscrew the plastic under dash panels under the steering column to get at it.

Hard to say, bad bulbs, fuse, wiring, that's where I would start to check. Good luck. It shouldn't be too difficult though.
If your talking about you indicator flasher relay I've got a suggestion. I just changed one on a 1999 Cavalier. It was located underneith the drivers side of the dash. It is a little square black relay that might be clipped on up underneith or it my not. It is right out in the open, but you might need a flashlight to get a good look at it. Like I said, this was on a 1999 Cavalier not a 1992 Cavalier. But if there anything alike........... So hopefully this works out for you. If not...... well....... I tried.

With the stock filter box,,,Fram "Air-hog" are good, get them cheap on eBay
