Mostly it was a decline in the Death Rate due to the imposition of air bags, so the government line goes. Actually, the law was unenforcable, so they decided to raise speed limits to a reasonable level and institute a "no tolerance" program above that level. The insurance companies went along with that and so it became law. States are now responsible for determining what is the "safe" speed.
