Some chemicals can cross the blood barrier between the uterus and the fetus and enter the umbilical cord. This is sometimes due to a high concentration of chemicals such as alcohol, or in heavy metal poisoning.

Because the placenta develops blood vessels in the uterus wall then attaching itself to a baby by way of the umbilical cord, I would say drugs reach the fetus by passing through the placental membrane, but keep in mind that from there the drugs are delivered via umbilical cord. This is better defined on page 1080 of the 8th edition of Anatomy & Phisiology. It says, "The allantois forms as a small outpocketing of embryonic tissue at the caudal end of the yolk sac. In animals that develop in shelled eggs, the allantois is a disposal site for solid metabolic wastes (excreta). In humans, the allantois is the structural base for the umbilical cord that links the embryo to the placenta, and ultimately it becomes part of the urinary bladder. the formed unbilical cord contains a core of embryonic connevtive tissue (wharton's jelly), the unmbilical arteries and vein, and is covered externally by amniotic membrane." As you can see, the amniotic membrane acts as a covering, the transport is through the placenta, where humans gather their nutrients.

The deoxygenated blood and the baby's waste products pass from the foetus to the mother. The mother can then dispose of these through her systems.
