Take the Downtown 2 or 3 trains (of the 1-2-3, the red line) from 34th Street-Penn Station to Fulton Street (at William Street).

Walk east (towards the East River) on Fulton Street to Water Street/Pearl Street (Water Street becomes Pearl Street at or near Fulton Street. There are actually two different Water Streets and like five different Pearl Streets, which makes things really confusing).

Turn left and walk east on Water/Pearl Street (towards, and then under, the Brooklyn Bridge). On the other side of the bridge will be Avenue of the Finest, and at the next block is Pearl Street. Yes, you will be at the corner of Pearl Street and Pearl Street. Be careful, because somewhere at that intersection there may be an entrance to a parallel universe.

Really, Pearl Street just makes a drastic left turn and then continues up. But since the turn is so drastic, it looks like the intersection of Pearl Street and Pearl Street.

At the corner of Pearl Street and Pearl Street is a little park called James Madison Plaza. Turn left and walk up Pearl Street #2 (so that you're walking past James Madison Plaza). The next block will be Madison Street, and 1 Police Plaza will be across the street, on the left side.

I'm pretty sure you have to enter at the next block (at the front entrance). So walk one more block on Pearl Street #2 (so that you're walking past the 1 PP building) to the corner of Pearl Street and Park Row/Avenue of the Finest (yes, this is the same Avenue of the Finest you passed earlier, on your way out from under the Brooklyn Bridge. Park Row and Avenue of the Finest curve every which way, and also are the same thing for a stretch).

Take the Downtown 2 or 3 express trains (of the 1-2-3, the red line), 2 stops, from 34th Street-Penn Station to Chambers Street (at West Broadway).

Walk 4 blocks east on Chambers Street to Centre Street: West Broadway ---> Church Street ---> Broadway ---> Elk Street ---> Centre Street. You'll know which way is east because West Broadway runs south.

Turn left at Centre Street, and walk 2 blocks north on Centre Street to Foley Square. According to Google Maps, 1 Saint Andrews Plaza is on Centre Street, at Foley Square.
