EDIT: This (stated above) is not communist, that is just a generalization of Maoist and Stalinist government styles. A true communist system is with no classes, all leadership is direct democracy, meaning, all members who have a job have a vote on all changes, be it involving law, politics or economy. Communism was invented to combat Bourgeoisie democracy, or dictatorship of the rich over the poor, with limited government control, ie, The United States, Canada, most European powers, basically any capitalist society that has constant class war between the rich and poor. As you can guess, most "communist" societies, are not communist, case closed.
